WATER, WATER EVERYWHERE

I saw this contraption on Mackinac Island. There are no motorized vehicles on the island. As such, I would assume it is used for delivering water or possibly it may be a fire engine. Maybe it is used to deliver some other liquid;Vodka, perhaps. Any guesses?

  15. I like the combination of lines going several directions. Add the spokes and make that all directions. Vodka would make the vision of lines almost unbearable. So it must be water.
